A serious social crisis has emerged due to a surge in new digital sex crimes like deepfakes and a 23.1% rise in teen suicide rates. This work report was prepared to restore the oversight functions of gender equality policy and strengthen protections for vulnerable groups.

The 2026 budget is set at 2,008,662 million KRW. Staff at the Digital Sex Crime Support Center will increase from 33 to 43, and childcare support will be expanded to 126,000 households. Support for at-risk youth will be strengthened by increasing the capacity of '1388' online counseling to 470,000 cases per year.

Gender impact assessments will shift from quantitative expansion to qualitative improvements, such as in-depth expert evaluations. A cross-ministerial integrated support unit for digital sex crime victims will be established to provide one-stop response from reporting to deletion. Legal grounds for supporting isolated and reclusive youth will be established to close welfare gaps.

Childcare service eligibility will expand to households earning up to 250% of the median income. Single parents not receiving child support can utilize a state-led advance payment system. Starting January 2026, out-of-school youth will receive support for CSAT mock exam fees. Waiting times for '1388' counseling will be significantly reduced from the current 18 minutes.
